Countries in East Asia, Central America and the Caribbean basin, have successfully used Export Processing Zones as an instrument for economic development. Attempts to do the same thing in Africa have, with the obvious exception of Mauritius, been significantly less successful. Many reasons have been advanced to explain this situation. Some have argued that economic theory should lead us to reject Export Processing Zones as a development option. Some have argued that the basic concept is flawed. Some blame Africa’s lack of adequate infrastructure and services to support the business community. Others blame the timidity and/or ignorance of investors or the lack of indigenous entrepreneurs. Some simply throw up their hands and write Africa off as a hopeless case.
